NEW ORLEANS, LA —The Sewerage and Water Board of New Orleans (SWBNO) officially welcomes Randy Hayman as its new executive director. He brings with him decades of experience in public utilities, environmental law, and community-focused leadership.

Hayman was selected after a national search led by the utility's Board of Directors. He most recently served as commissioner and CEO of the Philadelphia Water Department, where he helped launch major projects to reduce pollution and install smart meters for all customers. He has also served as general counsel for DC Water and the Metropolitan St. Louis Sewer District. He previously served as Assistant General District Attorney for the State of Missouri and was a partner at Beveridge & Diamond, a top environmental law firm.

Mayor LaToya Cantrell said Hayman’s arrival comes at a key moment for the utility.

“We are excited to welcome Randy Hayman to New Orleans and to SWBNO,” said SWBNO Board President Mayor LaToya Cantrell. “He is stepping into this role as we get ready to launch our new Power Complex, which will bring more reliable electricity to our drainage system. We’re also building on the success of our Smart Meter Program and revitalized billing processes. These are major steps forward for our city, and I’m confident Randy has the experience and vision to lead us through our next chapter.”

I look forward to listening, learning, and working together to build a utility that is reliable, transparent, and prepared for the future.”

Hayman takes over from Interim Executive Director Ron Spooner, who has led SWBNO through this transition.
