Kind of Work

Highly responsible professional and supervisory auditing work, planning and overseeing audit teams conducting internal control, compliance, efficiency and effectiveness audits, and impact evaluations; and related work as required.

Distinguishing Features of Work

An employee in this class is responsible for the overall planning, control and organization of a complex and comprehensive auditing program.  An incumbent assigns, reviews and evaluates the work of a major audit section or an audit team of professional and clerical personnel.  Work may include independent responsibility for the more technical and complex audits.  Supervision, while available is limited to outlining assignments, with an incumbent given responsibility for completing projects with considerable independence. 

Examples of Work

Reviews reports of subordinate personnel and analyzes contents for technical accuracy. 

Assists in audit program evaluation, and in the development and improvement of auditing methods and techniques. 

May personally perform the more technical and/or complex audits. 

May assist in the training and guidance of subordinate professional personnel; and supervises subprofessional clerical employees.

Composes and submits reports regarding the more complex audits with recommendations for necessary changes and improvements. 

Supervises an audit team engaged in the auditing of capital and operating funds or other related auditing activities. 

Writes and designs reports of audit findings and recommendations for improvement. 

Necessary Knowledges, Skills and Abilities

Thorough knowledge of contemporary governmental auditing and accounting theories, principles, practices and procedures.

Good knowledge of the laws, ordinances and regulations relating to the financial operations of City agencies. 

Good knowledge of accounting information systems.

Good knowledge of the laws, ordinances and regulations relating to the financial operations of City departments and agencies. 

Administrative ability coupled with the ability to plan, coordinate and direct auditing projects and related activities. 

Ability to communicate effectively orally or in writing with other employees and the general public. 

Ability to establish and maintain effective working relationships with various city officials, employees and representatives of other public agencies. 

Ability to conduct complex accounting research and write technical reports. 

Minimum Qualifications

A Bachelor's Degree in Accounting from an accredited college or university.*

Five (5) years of experience in public or private auditing.


*  Prior to appointment, the hiring agency is required to verify education claimed by the applicant to qualify for this classification.  If selected for hire, applicants must provide original documents of their qualifying credentials to the hiring agency prior to their start date in this job classification.

Kind of Exam

A rating of training and experience, weighted 100%.  All related previous experience will be considered for qualification purposes; however, credit on the rating of training and experience will only be given for experience gained within the last ten (10) years.
