Plumbing Department Overview

The Plumbing Department inspects plumbing work for new construction, renovations, and other building permits, inspects backflow prevention devices, and enforces the Plumbing Code. The Plumbing Department is located in the Administration Building at 625 St. Joseph Street, Room 255. Plumbing Permits are issued from this location.

Property Owner's Responsibility

No property owner shall cause, or permit any installation, connection, addition, or alteration to be made to any water, drain, soil, waste pipe, or any pipe connected thereto, unless a permit therefore shall have first been issued by the Plumbing Department of the Sewerage and Water Board (as prescribed in 2.2.4 S&WB Plumbing Code).

A Licensed Master Plumber (registered with sewerage and water board) is required to file a plumbing permit to install, construct, reconstruct, alter, or repair any plumbing system, or do any work in connection with the plumbing or plumbing systems to the public sewers, and water mains under the control of the Sewerage and Water Board of New Orleans (as prescribed in 2.2.1). Plumbing fixtures to be reset to existing systems shall conform to the passages stated above.

Inspections shall be conducted for all new work, and such portions of existing systems as may be affected by new work, or any changes to ensure compliance with all the requirements of the Sewerage and Water Board of New Orleans Plumbing Code (as prescribed in 3.2).

If any plumbing system, or part thereof which is installed, altered, or repaired, is covered before being inspected, tested, and approved as prescribed by code, it shall be uncovered for inspection. Compliance to these conditions is required to protect the health and safety of the public. Failure to comply shall result in water service interruption.

Whoever violates any of the rules and regulations established by the Board and duly promulgated in the official journal of the City shall be fined not more than one thousand dollars for each offense or imprisoned not more than thirty days, or both.

Demolition Projects

Buildings, and or houses to be demolished shall conform within accordance of the Sewerage and Water Board of New Orleans Plumbing Code, and the rules and regulations herein provided.

Underground sewer mains, and underground water service supply mains shall be excavated and properly capped (as prescribed in 10.2.4 S&WB Plumbing Code), inside the property line, and limited to a distance of 5 feet of said property line.

The property owner’s responsibility (as prescribed in 2.2.4) is to hire a licensed master plumber to file a plumbing permit with Sewerage and Water Board of New Orleans to record changes to the property (as prescribed in 2.2.1) as in discontinuance of the sewer, and or water supply to said property.

Inspections are required by the plumbing department to properly document the sewer, and or water services that are excavated and capped before being covered (as prescribed in 3.2.7).

Compliance to these conditions are required to protect the health and safety of the public, and meet the expectations of the consent decree for the Federal Department of Justice, paragraph 2.7.1, states whoever violates any of the rules and regulations established by the Board and duly promulgated in the official journal of the City shall be fined not more than one thousand dollars for each offense or imprisoned not more than thirty days, or both.
