Kind of Work
The Emergency Management Services Associate, under general supervision, performs technical, administrative, and professional work assisting the Emergency Management Services Coordinator with Emergency Management activities. Employee assists in the formulation of management of various programs and plans that deal with prevention, response to and recovery from emergencies. Employee must exercise independent judgement and initiative in completing assignments.
Distinguishing Features of Work
Reports to: Emergency Management Services Analyst or higher classification
FLSA Status: Non Exempt
Supervision Received: Work is performed under general direction and requires initiative and independent judgment. Responsible for carrying out a project to its ultimate completion with minimum guidance and for keeping management informed of progress as appropriate.
Supervision Exercised: Incumbent may supervise and train subordinate clerical personnel.
Environmental Factors: An employee in this class must be physically able to operate a variety of job related machines and/or office equipment and be able to move or carry job related objects or materials. Physical demand requirements for this class are at levels of those for sedentary or office environment work.
Necessary Knowledges, Skills and Abilities
Knowledge of the principles and practices of public administration and government organization.
Knowledge of research techniques, methods, and procedures.
Knowledge of the principles, methods, and practices of municipal budgeting and finance.
Knowledge of federal and state grant application processes and sound fiscal administration of grants.
Knowledge of principles and practices of local emergency management.
Ability to integrate and apply the concepts of comprehensive emergency management (mitigation, preparedness, response and recovery) into the city's disaster programs.
Ability to identify and analyze the effects of hazards that threaten the city.
Ability to secure technical and financial assistance available through state and federal programs and grants.
Ability to develop and maintain working relationships with private, military, local, state and federal officials in order to keep up-to-date on current issues facing the emergency management community.
Ability to interpret federal and state funding regulations as they impact the city.
Ability to gather pertinent facts, make thorough analyses, and arrive at sound conclusions.
Ability to perform a broad range of supervisory responsibilities over others.
Ability to comprehend and make inferences from written material in the English language.
Ability to work cooperatively with other employees, representatives from state and local governments, and the public.
Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
Ability to communicate orally in a face-to-face one-on-one setting, in group settings, or using a telephone.
Ability to observe, compare, or monitor data included in management reports to determine compliance with procedures.
Minimum Qualifications
Bachelor's degree from an accredited college or university.*
FEMA Incident Command System ICS-100.b Certification (or updated version).

Kind of Exam
A written test, weighted 100%. The written test is designed to measure: Basic Management Principles, Decision-Making & Organizing, Interpersonal Skills, Written Communication and Mathematics.
This is an original entrance examination.
