Kind of Work

Highly responsible technical and independent professional work involving the receipt, analysis, and investigation of citizen complaints of civil and/or criminal misconduct alleged against employees of the city; and related work as required.

Distinguishing Features of Work

Working under the general direction of the Municipal Investigations Coordinator, employees conduct investigations into alleged misconduct of City Personnel including Police Officers. Work includes analyzing and conducting the more complicated case investigations, preparing case reports and giving guidance to Special Agents. Employees in this class must draw conclusions based upon the results of their investigative efforts and recommend appropriate levels of discipline where complaints are sustained. Employees must also work with public prosecutors in developing cases and in giving testimony in court and/or for disciplinary hearing before the City Civil Service Commission. These employees must use considerable discretion, judgment, resourcefulness, tact and initiative in the performance of their assignments. Employees may share supervisory responsibilities over professional and clerical staff in the operation of office in absence of the Director.

Examples of Work

Receives, evaluates and classifies complaints of misconduct made against City employees.

Locates and interviews witnesses and evaluates their testimony as it pertains to the allegations.

Researches, collects and analyzes documentary evidence pertinent to the investigation.

Conducts photo and video surveillance operations as needed.

Analyses all evidence gathered in the investigation to determine if a rule violation exists.

Prepares reports of investigation findings for submission to appropriate authorities.

Testifies as needed at departmental and Civil Service hearings, as well as in local, state and federal Courts.

Conducts on-scene investigation of weapon discharges by city employees.

Acts as supervisor of the unit in the absence of Municipal Investigations Coordinator.

Necessary Knowledges, Skills and Abilities

Good knowledge of City rules and regulations as well as state and federal laws as related to civil and criminal procedure.

Good knowledge of effective criminal and civil investigative procedures. Good knowledge of the organization of the criminal justice system, including sources of various types of information relative to investigations.

Knowledge of computer applications relative to investigatory work performed.

Skill at interviewing and interrogating.

Ability to write, clear, concise and accurate narratives based upon observed and/or described events.

Ability to note and remember significant details including descriptions of objects and persons.

Ability to analyze problems and identify elements common to the situation.

Ability to develop effective working relationships between departments, employees, and the public.

Ability to interpret and apply laws to various situations

Minimum Qualifications

Possession of a valid driver's license*

AND EITHER:

A Bachelor's degree in criminal justice or closely related field* and three (3) years of experience conducting administrative, security and/or criminal investigations.

OR:
A high school diploma or G.E.D* and seven (7) years of experience conducting administrative, security and/or criminal investigations.

NOTE: A valid Peace Officers Standard of Training (P.O.S.T.) Certificate is preferred but not required.

*  Prior to appointment, the hiring agency is required to verify education, driver's license and certifications claimed by the applicant to qualify for this classification.  If selected for hire, the applicants must provide original documents of their qualifying credentials to the hiring agency prior to their start date in this job classification.

** Pay above the minimum for superior qualifications may be granted under Civil Service Commission Rule IV Sec. 2.7 based on a review of the applicant pool, candidate's verified experience, education, and/or possession of related certifications.

Kind of Exam

A rating of training and experience, weighted 100%. All related previous experience will be considered for qualification purposes; however, credit on the rating of training and experience will only be given for experience gained within the last ten (10) years
